What Obama Didn’t Do.

The current President did not give us the United Nations. It was signed on to in June 26, 1945. According to UN History “The United Nations officially came into existence on 24 October 1945, when the Charter had been ratified by China, France, the Soviet Union, the United Kingdom, the United States and by a majority of other signatories” This came on the heels of Roosevelt’s meeting in Yalta with Stalin where they “…declared their resolve to establish ‘a general international organization to maintain peace and security’ “

August 8, 1945 Truman signed the UN Charter and after being the first country to complete the ratification process the U.S. also became the first country to join the new international organization.

Eisenhower followed with the Advisory Commission on Intergovernmental relations (ACIR). The stated mission of ACIR, a permanent, independent, bipartisan intergovernmental agency established by Public Law 86-380 in 1959 was “To strengthen the American federal system and improve the ability of federal, state, and local governments to work together cooperatively, efficiently, and effectively.” There are 26 members on the commission consisting of six members of congress appointed by the house and senate leadership, four governors, three state legislators, four mayors, three county officials, three private citizens and three representatives of the federal executive branch appointed by the president.

ACIR’s functions are:

  • Convene federal, state, and local officials and private citizens to consider common problems;

  • Monitor events and conditions in the federal system;
  • Investigate the consequences of changes in the federal system;
  • Provide technical assistance to the executive and legislative branches of the federal government; and
  • Recommend changes in law, regulation, and practice to achieve a more desirable allocation of functions, responsibilities and revenues, and to improve relations among the levels of government.

This would put more power in the federal government through legislation with a stacked deck in any presidents favor.
John F. Kennedy signed Public Law 87-195 which established the U.S. Agency for International Development (USAID) in 1961. In keeping with Agenda 21 we find stated on the site,

“In the 1990s, “sustainable development” was the priority, and USAID concentrated on programs that capitalized on the ability of a country to improve its own quality of life. During this decade, development assistance programs also were packaged according to a country’s economic condition: developing countries received an integrated package of assistance, while transitional countries received help in times of crisis. Countries with limited USAID presence received support through nongovernmental organizations, or NGOs.

This was followed by Public Law 87-297,  also known as The Arms Control and Disarmament Act. This calls for the elimination of our armed forces and weapons of all kinds. This act is used to reduce our military and increase the military functions of the U.N.

In October 1968, Lyndon Johnson gave us the Gun Control Act.

In March of 1969 President Nixon signed E.O. 11647 which divided the country into 10 regions. Although this was overturned by Reagan’s E.O. 12407 in February of 1983 the grant making agencies of the 10 regions remain in place. The Uniform Law Commission “…provides states with non-partisan, well conceived, and well drafted legislation that brings clarity and stability to critical areas of state statutory law.” Federal grants keep this alive and controlling the states by keeping the laws uniform.
Nixon also gave us Public law 92-500 a.k.a. The Federal Water Pollution Control Act Amendments of 1972. This allowed the States to assume Federal pollution control enforcement on all businesses, land owners, their equipment and land by enacting enabling legislation approved by the federal government. It also created the Environmental Financing Authority with the power to acquire private property Real or personal) by whatever means.

In 1977 Jimmy Carter signed the International Covenant on Civil and Political Rights (ICCPR) which was not ratified by the US until June 1992 under George W. Bush. In an article by Carter he writes,

President Bush officially took exception to some Covenant provisions that conflict with domestic laws, including one on juvenile executions. The Bush administration wants to reserve the right to allow states to continue to execute juveniles.”

Carter then gave us F.E.M.A. On July 20, 1997 with E.O. 12148. There is no Constitutional authority for Executive Orders and they have been instrumental in destroying our protected rights under the Constitution. Roosevelt alone issued 3,723.

Ronald Reagan, in keeping with the reduction of the US military ( Public Law 87-297), signed theIntermediate-Range Nuclear Forces Treaty (INF) in 1987. The treaty eliminated nuclear and conventional ground-launched ballistic and cruise missiles with intermediate  ranges, defined as between 500-5,500 km (300-3,400 miles).

There was also the exposure of Rex 84 during the Iran-Contra hearings.

George Herbert Walker Bush, also in keeping with the reduction of the US military , signed the S.T.A.R.T.  Treaty on July 31,1991. This resulted in the removal of 80% of all strategic nuclear weapons. When the treaty expired in 2009 it was replaced in with a new treaty in April 2010 by Obama.
Bush continued with the pushing forward of NAFTA ,which finally came to fruition under Clinton, Public Law 101-216, updating Public Law 87-297, signed EO 12803– Infrastructure privatization, and pushed for Open Skies which would allow Russian planes access to US Airspace.

In Bushes letter to the Senate on August 12, 1992 he states,

“The Open Skies Treaty establishes a regime of unarmed aerial observation flights over the entire territory of its 25 signatories (North Atlantic Treaty Organization Allies, Eastern European members of the former Warsaw Pact, and Russia, Ukraine, Belarus, and Georgia). The Treaty is designed to enhance mutual understanding and confidence by giving all participants, regardless of size, a direct role in observing military or other activities of concern to them.”

In 1994 Bill Clinton signs PDD 25 outlining the administrations reforming multilateral peace operations requiring soldiers to wear UN blue helmets and insignia.  The actual document remains classified. Under Clinton the 104th Congress grants China “most favored nation” status.

In 1993 Clinton signs EO 12852 establishing the Presidents Council on Sustainability for the implementation of Agenda 21.

Clinton also signs EO 13122- Interagency task force on the economic development of the southwest border and creates Border Region XXI extending the border 150 miles north of Mexico.

November 12, 1998 Clinton signed the Kyoto Treaty -The Framework Convention on Climate Change. That gives the government another way to waste tax payers money, buying “Carbon Credits”.

Under George W. Bush we got Homeland Security, Public Law 107-296 November 25, 2002. He wasted no time signing Executive Orders placing several agencies under HS.

With the Continuity of Government plan this helped create  a dictatorship and broke Posse Comitatus. The Military and civilian forces are now coming together against the American people. This can also be seen in the Fusion Centers popping up around the country.

Bush gave us the Base Closure and Realignment Commission (B.R.A.C.). Remember Public law 87-297?

He also gave us Operation Falcon. These ideas sound good but are a blatant example of overstepping Constitutional authority.

And Bush gave us the Security and Prosperity Partnership of North America. (SPP) which is being implemented through the EPA and Commission for Environmental Cooperation.

This is just a small sampling of all the laws and regulations that have been enacted to bring us to this point. It is no wonder that Obama is doing what he is doing as it was allowed by his predecessors. People seem to think it is a good idea when their side has all this power but not so good when the other side does. Well, guess what? The other side always gets in office eventually. But remember, WE THE PEOPLE let this happen. Obama didn’t do this.WE did this.


Is the EPA Implementing Agenda 21 via the Security and Prosperity Partnership of North America ?

Welcome to the Security and Prosperity Partnership of North America.(SPP) According to the Congressional Research Service, in a pdf dated May 27, 2009, the SPP is a trilateral initiative that was launched in March 2005 to increase cooperation and information sharing for the purpose of increasing and enhancing security and prosperity in the United States, Canada and Mexico. It is not a signed agreement or treaty and has no legally binding commitments or obligations. This initiative was born in Waco, Texas when an agreement was reached by George W. Bush (U.S.), Paul Martin (Canada) and Vicente Fox (Mexico).

Created through the SPP was the North American Competitiveness Council (NACC) which was made up of private sector representatives from North American Corporations. (Public/ Private partnerships)

According to Wikipedia the partnership was no longer continuing.

“In August 2009, the SPP website was updated to say: “The Security and Prosperity Partnership of North America (SPP) is no longer an active initiative. There will not be any updates to this site. Subsequent to this the website link does not connect and the cache website links do not work.”

However, on February 4, 2011 Barak Obama and Stephen Harper announced a new partnership. Is Agenda 21 being implemented through this new partnership?

Well, according to the EPA’s own website I would say it is. In the article from the site “Commission for Environmental Cooperation Announces Funding to Address Environmental Problems in North Americawe find the following:

Eighteen projects were chosen from 500 proposals received last year as part of a new initiative announced at the CEC Council’s meeting held in Montreal. The successful projects span the eco-regions of North America and support environmental action at the community level from the sub-arctic tundra, to the grasslands of the Great Plains, to the tropical forests of Mexico. “

The CEC (North American Commission for Environmental Cooperation) was created in 1994. It’s stated goal is:

the CEC has advanced our understanding of trade-environment linkages; successfully promoted citizen engagement and increased government accountability regarding enforcement; achieved substantial results on key North American issues such as chemicals management and the conservation of North American biodiversity; and built substantial environmental capacities, particularly in Mexico, but also in the United States and Canada.”

We have the Joint Public Advisory Committee (JPAC) that consists of 15 members, 5 private citizens from each country, that advises the council. Their vision statement reads like an Agenda 21 handbook. And the member bios read like a who’s who of environmentalism.
This is a list of who received these grants from the
North American Partnership for Environmental Community Action.

One project,Carbon Market Links Between California and Mexico – La Sierra Cojolita Model REDD Project in Chiapas, states the following goals:

Goals:

 1. Develop reliable carbon credits to the world’s most rigorous forest carbon standard, the Verified Carbon Standard (VCS);

2. Reduce land use change by 15–30% by intensifying agricultural production and marking clear boundaries for reserve and embedded protected areas;

3. Strengthen local organizations and the engagement of local communities regarding land use practices and carbon credit exchange; and

4. Develop REDD learning networks for indigenous communities and local NGOs

You can go to NASCO’s website and see what is planned for North America under the SPP.

“Since 1994, North America’s Corridor Coalition members have been leaders at the forefront of uniting public and private…and environmental issues.”

The NAIPN, North American Inland Port Network, has determined six primary areas of focus:

1. Green practices in Inland Ports

2. Environmentally sustainable industrial growth

3. Trends in trade flows in North America

4. International trade strategies of Canada, U.S., and Mexico

5. Major transportation infrastructure projects in North America

6. Relevance of FTZ’s in today’s liberalized trade environment

And again the EPA becomes involved with the SmartWay program by funding competitive grants and providing low interest loans. It is all there, public private partnerships and sustainability.

“As an established public-private, market-based partnership, SmartWay has proven to be a good template for freight sustainability programs in other countries.”

“To help these and other countries address their concerns about energy security, economic vitality and climate change, SmartWay works with international stakeholders to help countries design, build and implement their own freight sustainability programs.”

It doesn’t matter if it was Bush or Obama we still have this North American Union (NAU) being implemented through regulations and NGOs thereby bypassing most congressional oversight. Why are our congressional members allowing this to happen? Why are WE letting them? And this is just the tip of the iceberg.

 


Patriots Under Attack

It all started innocent enough. On July 15, 2011 I posted an article on a group page on Facebook, Kershaw County Patriots . It was an article by Larkin Rose entitled “When should you Shoot a Cop?” with the statement “Please, read the article before you comment” because of the controversial title. The article was about at which point does enforcing law become tyranny. Shortly thereafter Jeff Mattox, who was head of the Kershaw County Patriots at the time, came along and clicked the “like” button. This also in itself would have been an innocent act but for the fact the Sheriff, Jim Matthews, was a member of the group and did not like Mr. Mattox speaking out about the county counsel giving the Sheriff money for unConstitutional “safety checks”.

The local paper picked up the story as the Sheriff put all his deputies on heightened alert. (Appendix A) Then the local TV station, WIS-TV channel 10 out of Columbia, S.C. ran the story. The story was reported by Jody Barr. This of course was a twist on what was really going on. No one was threatening the life of officers or encouraging others to do so. It appeared as no one bothered to read the article but everyone read the title.

On February 10, 2012 Jeff Mattox and Larry Risvold met with a group called the Cayce Mafia and both spoke out about what was going on in the county with the Sheriff. The meeting was videotapped and placed on YouTube. Again Jody Barr did a report on WIS-TV and later posted the article on the stations web site. Again attacking the group and Mr’s Mattox and Risvold. Again trying to make everyone look like domestic terrorists. As of the Cayce meeting Mr. Mattox was no longer part of the Kershaw County Patriots and although he and Mr. Risvold were there they did not go as a representative of the group but each spoke on his own behalf about his own experiences.

Following the release of the video by WIS news the Elgin Town Council, led by Brad Hanley, decided to pass a resolution in favor of these unConstitutional “saftey checkpoints” and attacked Mr. Risvold for standing up for our rights. Again Jody Barr reports. Again it gets twisted. But this time there is a new twist. The original report Mr. barr did on February 21, 2012 at 5:00 pm again made Mr. Risvold look like a domestic terrorist. Mr. Barr promised a follow up report after the meeting and one was forthcoming which appeared at 7:00 and showed Mr. Risvold reading part of a prepared statement in which he defended the Constitution. (Appendix B)What is strange is that Mr. Barr did not post this last video on the WIS news page, nor does it appear on the landing page for WIS videos and is only available now because it was recorded when it aired on the WIS 10 news at 7:00 on February 21, 2012.

This leaves me with the question, was this simply an oversight on the part of Mr. Barr or was this an attempt to hide the truth? As of the posting of this article the 7:00 video is still not available at WIS-TVs web site

Appendix A

 Sheriff, chiefs warn officers after Web post

Sheriff’s deputies and police officers are always on their guard. They are trained to deal with the unknown, even when pulling someone over for a minor traffic violation.

Kershaw County Sheriff Jim Matthews and Elgin Police Department (EPD) Chief Harold Brown both placed their deputies and officers on slightly higher alert Monday after a local group posted a link to what they said was a disturbing article on its Facebook page July 15. Camden Police Department (CPD) Chief Joe Floyd said he is reminding his officers of their past training regarding traffic stops.

The Kershaw County Patriots — a group representative Jeff Mattox agreed can be categorized as part of the Tea Party movement — maintains the Facebook page. While anyone can read what Kershaw County Patriots members have posted, you must join the Facebook group in order to post items or leave comments about posts. On Saturday, a Patriots member posted a link to an article on CopBlock.org by Larken Rose entitled “When Should You Shoot a Cop.” Mattox, who lives in Elgin and is also the co-chair of the Kershaw County Republican Party, “Liked” the post, drawing more attention to Rose’s article.

In the article, Rose compares American law enforcement officers and agencies to Communist and Nazi regimes, calls the war on drugs “fascist” and posts that most Americans are unwilling to face the “tyranny” of lawmakers and law enforcers.

Rose concluded with the following words:

“The next time you hear of a police officer being killed ‘in the line of duty,’ take a moment to consider the very real possibility that maybe in that case, the ‘law enforcer’ was the bad guy and the ‘cop killer’ was the good guy. As it happens, that has been the case more often than not throughout human history.”

That made Sheriff Matthews mad.

“I found out about this the day before going to a Laurens County deputy’s funeral, so it was especially irritating,” Matthews said.

A Clinton man wanted for shooting his girlfriend shot and killed 29-year-old Laurens County Deputy Roger Rice as he tried to arrest the man July 14. Matthew’s said he attended Rice’s funeral Sunday.

“The article in and of itself doesn’t advocate shooting an officer, but some who read it will get out of it what they want,” Matthews said. “Some warped individuals may get it in their mind that it’s OK to resist an officer to the point of shooting them.”

The sheriff also expressed concern that the Patriots might be linked to the Sovereign Citizen movement. The U.S. Federal Bureau of Investigation (FBI), on its website, describes sovereign citizens as “anti-government extremists who believe that even though they physically reside in this country, they are separate or ‘sovereign’ from the United States. As a result, they believe they don’t have to answer to any government authority, including courts, taxing entities, motor vehicle departments or law enforcement.”

The FBI indicated that belief has led sovereign citizens to decide not to pay their taxes, “hold illegal courts that issue warrants for judges and police officers” and “clog up” courts with lawsuits in order to harass public officials. In addition, the FBI says sovereign citizens have committed murder; threatened judges, law enforcement and government personnel; impersonated officers and diplomats; used fake currency and documents; and engineered white-collar scams including mortgage fraud.

“I don’t know if they’re aligned with the Sovereign Citizen movement,” Matthews said of the Kershaw County Patriots. I don’t know if they all have the same membership rolls, but they certainly seem to hang together.”

Mattox denied the Patriots is affiliated with Sovereign Citizens.

“There are some Sovereign Citizen movements. I’m not affiliated with any of them — we’re not affiliated with them in any way,” Mattox said. “There are nut jobs all around the world. There’s so many different groups out there. There’s good cops and bad cops and to label any particular group as bad because of one individual is not the way to look at this.”

Matthews also noted that Mattox himself posted a link to a YouTube video entitled “End of Liberty.” In linking to the video, Mattox wrote “about 30 minutes into the video shows what the cops are doing to us. Robbery!”

At that point in the video, the unidentified narrator begins claiming that some states are making it illegal for citizens to record video of “out of control cops.” A few minutes later, the narrator switches to speaking out about what he says is local governments and agencies “going crazy to collect every penny owed to them.” Specifically, the narrator claims that officers are “waiting behind every tree with radar guns and stopping otherwise law-abiding citizens for seat belt violations” as a “desperate revenue grab.” It then shows a police dash cam video of a driver given a ticket for some type of violation who then drives their car backwards with enough force to actually ride up over the patrol car.

“I think this is all an overreaction to what’s going on in Washington with (President Barack) Obama,” Matthews said. “I’m a conservative myself but they (Patriots) are ultra right wing … extremist. I don’t go to Kershaw County Republican Party meetings anymore because — and I ran as a Republican — they have hijacked the meetings.

 “They posted this on their Facebook page. I wouldn’t post it. They have the Constitutional right to do so, but there are times when you exercise your rights, you have to do so responsibly.”

Matthews categorized the Patriots’ posting of the links to the article and video as “irresponsible” and “hateful.”

“It makes you wonder what they are doing that they want to isolate themselves from any law enforcement intervention,” he said.

Matthews said he decided to alert his deputies to be extra careful because of the posts.

“I’ve made them aware that there is a group in this county that is reading stuff that says it’s OK to shoot a cop,” he said. “They always have to be careful, but when you get information like this, you need to be more vigilant. That article does suggest that, at certain times, it’s OK to shoot a cop.”

Elgin’s Chief Brown said he has alerted all his officers to use more caution after learning about the links. The Kershaw County Patriots group is known to hold its meetings inside the town of Elgin.

“It’s in the best interest for my officers to be very careful right now, because people with that opinion (that shooting cops is OK) can prove to be very dangerous. We take this very seriously,” Brown said.

The CPD’s Floyd said traffic stops can be among the most dangerous of contacts. “We do a lot of traffic stops,” Floyd said. “We can have people driving through from (anywhere), so we keep our training on our guys’ minds.”

Floyd said Matthews contacted him about the posts Wednesday.

“With this new information, we’ll reinforce that training for them. We make a lot of traffic stops and all our cars have radar. Therefore, they are all trained about the dangers surrounding that type of contact. This will provide a united front along with the sheriff and (Elgin) chief.”

Mattox said the Kershaw County Patriots is not advocating anyone shoot a cop by posting a link to Rose’s article.

“We may not support all the views in there. We don’t filter (the Facebook posts). It’s an open group,” Mattox said during a telephone interview Wednesday. “I support his right to say what (Rose is) saying. He does have some good points. Although we don’t advocate shooting cops, it does create a discussion.”

That, Mattox said, is what the Kershaw County Patriots Facebook page is for.

“It’s so people can post things and start discussions. Hopefully, that defuses any questions that people have. It’s just a community thing where they can converse,” he said.

Mattox said he agrees with some posts his fellow Patriots post, others he does not. In some cases, such as the link to Rose’s article, he agrees with portions of a post. He also said he understands concerns expressed by members of law enforcement over the link to the article.

“Police sometimes do overstep their bounds,” Mattox said, “but advocating shooting a cop? No. It’s just kind of a conversation.”

Still, Mattox doesn’t shy away from criticizing Matthews and the Kershaw County Sheriff’s Office. In fact, Mattox claimed that Matthews said during appearances before Kershaw County Council that license checks are unconstitutional.

“Now, these unconstitutional acts are being perpetrated in our county,” Mattox said.

Matthews said Mattox is half-right.

The sheriff said that, in his mind, narcotics checkpoints are “definitely” unconstitutional. On the other hand, he said he believes vehicle safety checkpoints — which he said include not only checking to make sure a car’s headlights, for example, are working right but can include checking a driver’s license and insurance — are constitutional.

“I have not, am not and will not have narcotics checkpoints,” Matthews said. “What you have to guard against is that you’re not using (safety checkpoints) as a pretext for narcotics. You can’t have all your narcotics agents at a location under the guise of a vehicle safety checkpoint.”

Matthews said what he said to council in January was that he questioned the “practicality” of stationary checkpoints.

“But I never questioned the constitutionality of checking someone’s license. There has to be some type of lawful traffic stop. Since I took office, we have not conducted and have no plans to conduct any checkpoints. I just don’t like them. They hassle a lot of people who are doing nothing wrong,” he said.

 In speaking of the “End of Liberty” video, however, Mattox insisted law enforcement conducts speed traps and “unconstitutional license checks” as a “way to fund themselves.”

 “It’s kind of like the tax man,” Mattox said. “The IRS is unconstitutional. Taxation, at its root, is robbery. For free people, that kind of taxation is not the way to liberty. So, when you look at the way law enforcement handles speeding tickets … they are arbitrarily deciding where that line is. They can move that line at any time necessary in order to generate funding. So goes the theory, anyway.”

 Mattox pointed to county council’s Jan. 4 meeting when Matthews and Councilman Jimmy Jones agreed to make the sheriff’s new traffic enforcement unit “revenue neutral.” At that meeting, Mattox had urged council not to fund any of Matthews’ initiatives in order to “break the cycle of government growth and a movement towards a police state.”

Wednesday, Mattox asked if the traffic enforcement unit’s goal is to slow people down or generate revenue.

“As more and more counties are forced into ever increasing revenue due to decreases in other revenue, this (traffic units) may become a more important way to raise revenue. These are always questions that have to be brought up,” he said.

Mattox said the Kershaw County Patriots believe in limited government, living within one’s means and that government should be accountable and be “by and for” the people.

Following Wednesday’s interview, Mattox posted again to the Patriots’ Facebook page, noting that “some posts on this page have offended” some people.

“Good!” he wrote and posted a link to another YouTube video title “The Philosophy of Liberty.” “If one is offended let them defend their position and not complain to others. If one does not have the courage of their convictions and the courage to express them in open debate, then let them remain silent.”

In responding to someone else’s comment under that post, Mattox added, “Those who would suppress free speech because it offends are the very ones who will try to force their views on others.

“Force always, ALWAYS, is met with an equal but opposite force. Einstein’s Theory, not mine.”

Elgin Mayor Brad Hanley said while he knew the attitudes espoused by the Kershaw County Patriots was a growing problem within the U.S., he never expected anything so close to home.

“I’ve been aware this was becoming a bigger national problem,” Hanley said, “And the fact that it appears to be in our own backyard is disturbing.”

 Appendix B

Statement concerning Larry B. Risvold’s support of Law Enforcement Dated February 21, 2012

I want to make it perfectly clear that I support all Law Enforcement; after all I wore a uniform for over 28 years. I know about what it is like to cross the line of departure (another words head into trouble) not knowing if you will be coming back or not. Our Police Officers are a very important part of our society for they are truly Public Servants here to protect and serve the citizens. It is the Constitution that gives them this authority and which makes the Sheriff of every county the sole legal authority to protect the citizenship.

I gave an oath many times over to, “support and defend the Constitution against all enemies both foreign and domestic,” and I take that oath seriously after serving over 28 years in the United States Marine Corps. I am also a member of the Oat Keepers which supports both Police Officers and Active Duty Military, (www.oathkeepers.org). So when I see our Constitution being trampled over I get very concerned and so should you. Just here recently Congress passed the National Defense Authorization Act with language that gives the President the authority to tell the military to apprehend American Citizens without due-process and detain them indefinitely. Right here in South Carolina Bill H.4740 is sitting in S.C. House of Representatives; this bill if passed would keep the people from learning about crime in their communities and eliminate any public accountability of law enforcement agencies state wide by blocking the Freedom of Information Act. Let’s move on to the FAA Modernization and Reform Act of 2012 H.R. 658 where in Section 334 Public Unmanned Aircraft Systems (Drones), this is where Home Land Security has requested 30,000 Drones to fill American skies not the border but our home towns by the end of the decade and to get as many drones in the air as possible within nine months. Now take another look at the last Census and you will find that the United Nations directed America to enter all residence into a GPS mapping system by the contractor, which was Lockheed Martin who by the way makes the drones. Now add the random Safety Checks throughout our Nation not just Kershaw County and you should be concerned. All of these items I just discussed took place in the last three months and we as citizens should be very concerned.

Why did the Census Bureau award a $500 Million Dollar Contract to Lockheed Martin Corporation, The Worlds Largest Defense Contractor?

In 2004 the United Nations Secretariat published a pdf entitled “United Nations Expert Group Meeting to Review Critical Issues Relevant to the Planning of the 2010 Round of Population and Housing Censuses”. Subtitled “Integration of GPS,Digital Imagery and GIS with Census Mapping” On page 2 it says “4. The census symposium, held in New York in 2001, provided a comprehensive review of the significant capabilities of GPS, Satellite imagery, GIS and handheld computers, and their relevance to census mapping operations. ” This study is about GPS mapping during the census process.

A Similar pdf  from the UN Dept. of Economic and Social Affairs Statistic Division says that the aim of the meeting was to “set priorities and propose concrete outputs for the developement of the 2010 World Population and Housing Census Programme.” The meeting was attended by representatives from 18 countries including the US who was represented by Jay K. Keller, Chief of International Relations, US Census Bureau.

In July 2006 NPR carried the story, Census Bureau Adopts GPS to Find American Homes, where it states, “Two-and-a-half years from now, in early 2009, the Census Bureau plans to send an army of 100,000 temporary workers down every street and dusty, dirt road in America. They will be armed with handheld GPS devices. Robert LaMacchia, head of the Census Bureau’s geography division, says they’ll capture the latitude and longitude of the front door of every house, apartment and improvised shelter they find. “We will actually knock on doors and look for hidden housing units,” he says. “We will find converted garages; from the outside, it may not look like anybody lives there.” But census workers will add each dwelling, legal or not, to the Census Bureau’s Master Address File. Recent proposed budget cuts have put part of this plan in jeopardy. But if Congress restores the money, the census will end up with the geographic coordinates — accurate to within 10 feet — for about 110 million residences. “

Several defense contractors were awarded contracts to help carry out this operation in the US. From a $500 Million dollar contract awarded to Lockheed Martin, see link, to HARRIS who supplied the GPS handheld devices used by census workers.

The Federal Aviation Administration (FAA) Reauthorization Act facilitates the government use of unmanned spy planes in US airspace and approves deployment of 30,000 by 2020. It also requires the FAA to rush a plan to have as many in the air as possible within 9 months. These drones have been used for spy and assassination missions worldwide.According to an article in Wikipedia U.S. Air Force (USAF) Chief of Staff General T. Michael Moseley said, “We’ve moved from using UAVs primarily in intelligence, surveillance, and reconnaissance roles before Operation Iraqi Freedom, to a true hunter-killer role with the Reaper.”

In a report by NewScientist one drone manufactured by Lockheed Martin, one of the contractors used by the census bureau, the RQ-170 Sentinel craft, may have been brought down in Iran by jamming its GPS signal.

Tying this altogether it seems as though the government has implemented the UN plan to GPS mark all residences and this will make it possible to send in drones instead of personnel when the government choses thereby removing the human element from the situation. You cannot reason with a drone and it cannot make a judgement that it may be operating on faulty intel. Also, there is the potential for the enemies of this country to crash these drones because of the GPS vulnerability.

 

In an update to this article I ran across this , Texas college hacks government drone.  I find it irresponsible of our government to continue to allow any Law Enforcement agency  to use these on US soil for any reason.
